The Constituency Development Fund (CDF) in Zambia was initiated in 1995 to provide financial resources for community-driven development projects. It aims to empower communities and address their immediate needs, particularly in areas like education, health, and water sanitation.

Key Milestones:

  • 1995:

The CDF was first introduced to finance micro-community development projects.

  • 2006:

The Ministry of Local Government and Housing issued CDF guidelines to manage and utilize the funds.

  • 2013:

Each constituency received ZMW 1.3 million, representing 25% of the Ministry’s budget.

  • 2021:

The government significantly increased funding to all 156 constituencies, unlocking K27 million.

  • 2022:

The National Budget saw an unprecedented increase in the size of funding and scope of the CDF, including additional components like youth and women empowerment programs.

  • 2024:

The Constituency Development Fund Act, 2024, was enacted to provide for the decentralization of the fund’s management, disbursement, utilization, and accountability.
